and will i need a new graphics card for my pc to play this game?

We don't know if there is a demo yet. Rest assured the moment we know you will know too.

As for the graphics card; if you can run TOB games you should be able to run this as it runs on the same engine (Source).
This is just my guess though; have to wait for VALVe to release system requirements to know for sure.

That depends on your current hardware. Watcha got?
(and right now there are no 'official' sys reqs, but they will probably be similar to TOB.)
